Below is the text of a notice from the city which has been sent to some people by mail, and posted on some utility/light poles in the neighborhood, as of Feb 23, 2005.  Some formatting has been applied to the text to make it more readable.

This has to do with the environmental impact of the project on such things as noise, water, air, and light pollution, crime, plants & wildlife, both on the project site and in adjacent areas (that's us).  This notice means that the city has done an "initial study" which identified a few potentially significant impacts, but has also identified mitigation measures to make them insignificant.   Therefore, it says, a full environmental impact report is not necessary.   The "Negative Declaration With Mitigation Measures"  document must detail the analysis done in the initial study and what the mitigation measures are.   Perhaps as late as March 9, the city put up a web page for posting Ice Rink project information.  Included on that page was the original Initial Study document and a note that it was also now available at Hastings branch library

After the public comment period, where comments can be submitted in writing, a final version of the document is prepared for the city to adopt.  There should be a public hearing when the document is considered for adoption by the City Council.

If the document is wrong or incomplete, that needs to be formally brought to the attention of the city before the document is adopted, either in writing or at the public hearing.

The vacant Project site is located on City-owned property within the Eaton Wash area in the northeasterly quadrant of the City of Pasadena. The site is comprised of dedicated parkland located in a fully developed urban area, just north of Alameda Street. Land uses adjacent to the site include the proposed Eaton Wash Park and Off-Leash Dog Park along Orange Grove Boulevard to the north; Southern California Edison (SCE)-owned property and single-family residential to the east; City-owned vacant property, T.M. Goodrich Power Substation, and Pasadena City College Community (PCC) Education Center along Foothill Boulevard to the south; Los Angeles County Flood Control Channel, settling basins of Eaton Wash, and single-family residential to the west. City-owned property to the north and south of the Project site and the SCE-owned property to the east have been used for the storage of boxed trees by a nursery for the past several years.
