September 14, 2009 - City Council - Unable to move forward, project dead for now
Discussed proposal for leasing site for private development with city
support. One vote short of moving forward with negotiations, work on the project is over, at least for now.
August 3, 2009 - City Council - Attempt to make decision

support. No decision. Study for another two to six weeks.
July 13, 2009 - City Council Finance Committee
Discussion of financial aspects of Ice
Rink project. Expected revenues and expenditures. Financing
alternatives. Management agreement.
July 13, 2009 - New information - no pedestrian access from north (park)
December 15, 2008 - City Council - discussion of possible alternative financing
A
scenario of the city borrowing from itself to finance construction of
the project until the bond market recovers and bonds can be
issued.
December 15, 2008 - City Council - new operator, design change, schedule
Public disclosure that city has been
negotiating with a different company to manage the rink. City
Council to approve more money to architect to revise interior
plans. New schedule released.
September 2008 - Haderlein - Ice Rink Construction Route to be thru PCC lot
Councilmember Haderlein met with the
PCC President, Dr. Perfumo, and the Director for our area Dr
Mann. Word passed through the Councilman's field rep is they are
now fairly confident that construction will be routed through the PCC
parking lot to Foothill instead of via a temporary road through the
park to Orange Grove.
August 11, 2008 - Design Commission hearing - Review of Redesign to Reduce Construction Costs
Design changed to use concrete block
construction for walls. Side effect is regaining some space for
spectators. Commission frustrated again.
August 4, 2008 - City Council - private session negotiations item indicates different management
In March and June meetings with ice rink agenda items there
were indications by Council members and the City Manager that a
partner/partners were being looked for/discussed for filling the gap in
financing for the ice
rink project. Nothing has been discussed publicly, but this item
appeared on the August 4 City Council Closed Session agenda:

June 2, 2008 - City Council and Finance Committee - Approval to Redesign to Reduce Construction Cost
City Council approves additional
expenditures to redesign building to try to save on construction costs.
Discussion of financing, unresolved access agreements.
March 10, 2008 - City Council and Finance Committee - Rejection of construction bids, next steps
City Council rejects construction bids
because much too high compared to budget. Discusses potential steps to
reduce costs, get additional revenue or donations, change revenue
estimates.
December 2007 - New information - Construction access, construction bids, design, landscaping
PCC rejects construction access forcing
city to look at going through park. Putting construction out to bid.
Eastern landscaping moved back to Avocado.
November 19, 2007 - City Council - PCC easement grant
- On Nov 19, Council approved via consent calendar (and no
discussion) an Easement from PCC granting the city ingress/egress
rights across it's land for access to the ice rink parcel.
- The easement simply says "for valuable consideration".
What that valuable consideration might be has never been publicly
discussed. Whatever agreement has been made between PCC and the
city has not been made public.
- It has long been believed that the proposed signal light at
the Foothill driveway is part of the inducement by the city.
There has also been the rumor that the city will build a warehouse for
PCC to use. While never publicly admitted, there is some support
for the rumor because an area location drawing presented to the Design
Commission in January 2007 included a box just south of the water well
with a label indicating a 22,000 sq ft PCC/City warehouse.
September 10 and October 8, 2007 - City Council - mentions while on other items
- Mention
made in City Council meetings of 9/10/07 and 10/8/2007
- Ice
rink operator wants some different terms for promissory note and
incentive bonus in the Operating Agreement then the Council approved
last year. City manager mentioned having to do with what the city
pays
for. Council's Finance Committee has told staff to bring back
options
and a recommendation.
- City
Manager mentioned that at the request of the ice rink management a
"peer review" has been completed of the design of the building.
Did
not say anything about the outcome of that review.
- City
Manager mentioned on 9/10 that staff is putting together bid documents
for construction. On 10/8 mentioned budget issues and wanting to put it
out to bid to find out what the costs really will be.
- City
manager indicated the whole package for final council approvals for the
ice rink is expected to come to a meeting soon (on 9/10 she said she
hoped in October).
- On 10/8, Council very deliberately exempted sending the Ice Rink back
to the Design Commission during a discussion of giving that Commission
more authority over public development projects.
- Comments
in both meetings indicate they are now getting really worried that the
ice rink will now delay the Conference Center project.
March 12, 2007 - Design
Commisson hearing - final advisory review
Architect and city
planner presented slightly revised design and answers to some issues
commissioners brought up at "concept" meeting. Commission voted a
list of issues to City Council.
January 8, 2007 - Design
Commission hearing - concept advisory review
Architect and city
planner presented current design. Commission made negative
recommendation to City Council with list of complaints.
January 3, 2007 - Update Meeting with
Neighborhood
Learned about changes
in design since December 2005 meeting.
Lots of discussion about access route.
December 18, 2006 - City Council Meeting
Including first
public notice that spectator seating being reduced.
July 5, 2006 - Conditional Use
Permit Hearing
CUP was granted, with
a number of conditions (restrictions).
Some additional information about the project was also revealed.
Design
Modifications
As neared CUP
hearing, heard that building and the
parking access road along its east side could not fit within the
boundaries of the city land and still preserve the trees on the west
side. Therefore, in order to keep those trees (as the
environmental initial study said would be done), the building will be a
little further east on the city property and the access road will have
to run on Edison land. This means the city will have to obtain a
lease from Edison for that purpose.
The area
of the building between the two rinks was described as having
two stories, with offices and meeting rooms on the second story.
The plans have now changed so that there is just one story in that
area.
December 7, 2005 - Update Meeting
with Neighborhood
Presentation by
architect of a conceptual building design.
Discussion about access, traffic, environmental aspects, process going
forward.
August 8, 2005 - Action at the
City Council
Approved
Environmental Initial Study and Mitigated Negative Declaration
Approved in concept the agreement terms with the Ice Rink Operator
Added Capital Improvement Program budget item and reallocated some funds
Authorized contract with architect.
July 18, 2005 - City Council meeting
The
same Ice Rink items as May 2 were on the City Council agenda. The finance
committee was
skipped. The agenda materials were
identical
to those the Finance Committee found lacking on May 2nd - any
responses
from city staff to the requests of the finance committee were
missing. The council postponed
consideration of the agenda item.
May 2, 2005 - Finance Committee of the City Council
Much of what was
finally presented August 8 appeared on the agenda. The committee
members did not feel the information they had been provided by staff
was sufficient for them to pass it along to the full council for
action. Staff was directed to do additional work and bring it
back. It was expected to appear with revisions on a council
agenda shortly
thereafter, but did not.
April 5, 2005 - The city posted a revised "Notice Of Intent To Adopt a Negative Declaration
With Mitigation Measures" for the project for a revised Initial
Study.
The revisions address many of the comments submitted for the previous
version.
March 14, 2005 - The association
submitted comments
in
response to the
noticed document.
There is some question by local area residents whether a large building
and parking lot are legal uses on dedicated parkland zoned as "open space".
City
staff's
justification and potential counter-arguments.
February
22, 2005 - The city posted a "
Notice Of
Intent To
Adopt
a Negative Declaration With Mitigation Measures" for the project. This contains the
most detail publicly made available by the city. Various aspects
have
been presented previously at various meetings.
February 12,
2005 - At our first neighborhood association meeting in many years, the
ice rink project was outlined in a presentation by city planning
official Fred Jones.
Over the preceding year plus, the council approved
spending
almost 1 million dollars to change Eaton Wash (later Viña Vieja)
park from the original
long narrow design to its current design, thus freeing up the proposed
location of the ice rink. This spending was allocated from
the Civic Center expansion/makeover budget item of 2 million dollars
for obtaining a new location for the ice rink.
