Discussed proposal for leasing site for private development with city support.  One vote short of moving forward with negotiations, work on the project is over, at least for now.

Discussion city building it now vs. potentially leasing site for private development with city support.  No decision. Study for another two to six weeks.

Discussion of financial aspects of Ice Rink project.  Expected revenues and expenditures.  Financing alternatives.  Management agreement.

A scenario of the city borrowing from itself to finance construction of the project until the bond market recovers and bonds can be issued. 

Public disclosure that city has been negotiating with a different company to manage the rink.  City Council to approve more money to architect to revise interior plans.  New schedule released.

Councilmember Haderlein met with the PCC President, Dr. Perfumo, and the Director for our area Dr Mann.  Word passed through the Councilman's field rep is they are now fairly confident that construction will be routed through the PCC parking lot to Foothill instead of via a temporary road through the park to Orange Grove.

Design changed to use concrete block construction for walls.  Side effect is regaining some space for spectators.  Commission frustrated again. 

In March and June meetings with ice rink agenda items there were indications by Council members and the City Manager that a partner/partners were being looked for/discussed for filling the gap in financing for the ice rink project.  Nothing has been discussed publicly, but this item appeared on the August 4 City Council Closed Session agenda:

City Council approves additional expenditures to redesign building to try to save on construction costs. Discussion of financing, unresolved access agreements.

City Council rejects construction bids because much too high compared to budget. Discusses potential steps to reduce costs, get additional revenue or donations, change revenue estimates.

PCC rejects construction access forcing city to look at going through park. Putting construction out to bid. Eastern landscaping moved back to Avocado.

Architect and city planner presented slightly revised design and answers to some issues commissioners brought up at "concept" meeting.  Commission voted a list of issues to City Council.

Architect and city planner presented current design.  Commission made negative recommendation to City Council with list of complaints.

Learned about changes in design since December 2005 meeting.
Lots of discussion about access route.

Including first public notice that spectator seating being reduced.

CUP was granted, with a number of conditions (restrictions).
Some additional information about the project was also revealed.

As neared CUP hearing, heard that building and the parking access road along its east side could not fit within the boundaries of the city land and still preserve the trees on the west side.  Therefore, in order to keep those trees (as the environmental initial study said would be done), the building will be a little further east on the city property and the access road will have to run on Edison land.  This means the city will have to obtain a lease from Edison for that purpose.
The area of the building between the two rinks was described as having two stories, with offices and meeting rooms on the second story.  The plans have now changed so that there is just one story in that area.

The same Ice Rink items as May 2 were on the City Council agenda.  The finance committee was skipped.  The agenda materials were identical to those the Finance Committee found lacking on May 2nd - any responses from city staff to the requests of the finance committee were missing.  The council postponed consideration of the agenda item.

Much of what was finally presented August 8 appeared on the agenda.  The committee members did not feel the information they had been provided by staff was sufficient for them to pass it along to the full council for action.  Staff was directed to do additional work and bring it back.  It was expected to appear with revisions on a council agenda shortly thereafter, but did not.
