Subject: The applicant, City of Pasadena Department of Public Works, has submitted a Conditional Use
Permit application to permit to the construction of a 65,000 square foot commercial ice rink building for
public use. The building would range from 36 feet to 54 feet in height and would be located on vacant land
between East Foothill Boulevard and East Orange Grove Boulevard. The site would be accessed from East
Foothill Boulevard only. The facility would contain two ice rinks with 400 and 100 seats respectively. Other
amenities include a food preparation area, offices, skate rental, locker rooms, restrooms with showers,
lobby/waiting area, a retail shop, and a eating area.

Environmental: An Initial Environmental Study recommending a Mitigated Negative Declaration was
prepared for this project in 2005. The Study found potentially significant environmental impacts that can be
mitigated to a level of no significant impact. The areas with mitigated impacts include Aesthetics, Biological
Resources, Air Quality, Geology and Soils, Hazards and Hazardous Materials, Noise, Transportation and
Circulation. The public review period was between April 5, 2005 and April 25, 2005.

An addendum to the Project Description of the Initial Environmental Study was completed in June 2006 that
clarified the height of the facility and the discretionary review required. Per Section 15162(a) of the
California Environmental Quality Act guidelines these changes will not change the determination of the
Initial Environmental Study and do not require re-circulation.

NOTICE IS HEREBY GIVEN that the Hearing Officer will hold a public hearing on the proposed Conditional
Use Permit application. The meeting is scheduled on:

Public Information: Any interested party or their representative may appear at the meeting and comment
on the project.  Written comments may also be mailed or delivered to the Hearing Officer at the Permit
Center address.  If you challenge the matter in Court, you may be limited to raising those issues you or
someone else raised at the public hearing, or in written correspondence delivered to the Hearing Officer at,
or prior to, the public hearing. The file can be reviewed at the Permit Center, 175 North Garfield Avenue by
appointment only.
